Steering Wheel Extremely Stiff

when I push steering wheel to activate horn, the steering wheel is very stiff and it is not possible to activate the horn. When I push the panic button on the remote, the horn activates fine. What could be the cause of the steering wheel acting this way and how much does it cost to fix?
