Coolant Not Circulating

have a 2004 Chevy trail blazer. water pump has been replaced. we replaced the thermostat housing . temp at 210 and climbs. bottom hose is cool while top hose is hot. fluid does not go back to over flow tank. just bought it used. any ideas ? can a lower thermostat like a 180 be put in housing and will it work ?
