Problem Diagnosis For 1999 Geo Prizm

I am trying to decide if it's worth investing in old car.  Not sure of problem.  I had driven car for 35 mi straight and stopped for half hour.  I had a hard time starting but it turned over only engine seemed pretty quiet.  Drove for 15 minutes and stopped for half hour.  Hard to start.  7 mi later I noticed gauge all the way in "hot" position.  I was having a hard time getting to side of road in heavy traffic but when I got to light I was first (not behind anyone) and noticed steam from hood.  Fortunately there was a police station in the next block and I pulled in there. (they called me help)  Wait half hour and opened hood.  It was cooled down so I removed radiator cap and looked in coolant storage tube.  There was about an inch in the bottom.  I checked a month earlier and there was about three inches of coolant.  There was no puddle on the ground.  I went down street for coolant and added most of bottle.  The next morning there was no puddle on the ground when the car was towed.  The car would start but not sure if it would overhead on way to garage.  Mechanic didn't want to risk engine damage if there wasn't already.  Insurance will pay so why take a chance of overheating again.  What is likely the problem?  How much on average to fix?  How likely engine damage?  I ran it 20 mi probably on hot.  I ran on "hot" about six miles after I noticed it on the gauge.  How can you tell if engine damage?  Cost should include average mechanic fee.
