Over Flow Tank

the overflow tank i just put in has a cap on the bottom in which water leaks out of extremely fast.. how do i fix this problem, its brand new

The bottom cap should come off. There should be a rubber hose that clamps on to the overflow bottle nipple that's down on the bottom of it. 

Here's a photo of a used one with the hose cut off. Try to find that hose and see where it connects.

If you mean the cap under the right side of the bottle, then no, it should not leak. Return it to the store for a replacement bottle.
