Headlights & Door Locks

When ever I start my van I hear a buzzing sound under the steering wheel near the fuse box, the locks automatically lock on it on when starting the engine then I turn the lights on and the locks unlock on it own. Need help please is wires touching somewhere or a ghost playing with me. Fred
