Why Do Our Heated Seats Only Come On Sometimes?

Our heated seats only come on half the time and sometimes they come on when they are not turned on. The dealer claims we need to have our seatbelts buckled but that really has nothing to do with our problem. Its a 2008 EXT. Do you know where the problem could lie?
