Please Help Me With This Question

I have a problem with my control panel for my heater, the heater will come on but won't throw it out , not only that i canturn it on and it won't go off until you turn the car off. One more thing about my Air-Conditioner everytime i try to turn my heater on the A-C kicks on as well
