2003 Buick Regal Has Trouble Starting

It needs a tune up. If u use E-10 gas Older cars don't have a hot enough ignition Coil spark to burn off all of the E-10 gasoline in the cylinder. That will cause the spark plugs to foul out. Moore then likely you need to change the spark plugs and only use real 100% gasoline in your car.
