2001 Buick Park Avenue Engine Temperature Runs Cold

I have a 2001 Park Avenue (not Ultra) that fails to maintain proper operating temperature. The thermostat has been changed by the dealer 2 or 3 times (195 Degree Thermostat) with no change in the problem. The temperature indicated digitally and by the dash temperature gauge will sometimes steady-state at 178-180 Deg F. and sometimes at 195 - 197 Deg. F. It makes no difference the ambient temperature or my driving speed. I am an engineer. I undertand that operating lower than normal design temperature will cause a richer fuel mixture via the injectors. My gas mileage is usually no more than 21 mpg - indicated average. I am also concerned about the engine wear operating at the wrong temperature. Please explain if there is a fix available and how can I make the fix. Thanx Very Much. V. G. Smith, PE
