Heating Issue For Bosh She68m05uc

Originally the recirculation pump was bad and after it was replaced, the heater doesn't work. The thermostat and the heating element both tested ok with a multimeter and is getting power but the sensor only reads at 1.2 volts on the wire that leads to the element and never goes up to 120 when it should be heating. What else can I test to correct this issue
