Why Won't My Phone Place A Call?

Everytime I dial a number, no matter what it is, I keep getting the same recorded message that says, "the telephone number you have dialed is temporarily not in service." My phone is activated...I'm paid up...According to monitor, I'm getting bars...so, what's the deal? My number is 812-208-8106.
