Can 'refresh' Instructions Be Sent Online Vs Over Another Phone Only?

Can "Refresh" instructions be sent online vs over another phone only? I don't have access to another phone outside of Skype and Google Hangout & I need to have my phone off to be "Refreshed" by Boost.
