Error Code 7 On Activation Of Boost Mobile Theory

after activating the pre used boost mobile theory phone and paying 10$ extra the phone was only active once before by a different owner my uncle. i powered it on it said contacting network but it failed and gave error code 7. tried to do the msl fix but it did not work either after reboot it gave error 7.i tried soft reset and a hard reset failed again on both attempts. so i switched out to a different boost phone. any help on why i got error 7 would be much appreciated.
