Its either the USB cord or the battery. Li-ion batteries have a shelf life of about 4-6 months but USB cords are cheaper so try charging it off a different cord first and see if that is the problem.

I think it is the problem with the battery. First try checking with different battery, if it is a battery problem, you will be sent a new battery by ZTE call ZTE. The hotline number is 1-877-817-1759. You can also try resettting the phone.
1.remove the battery and insert it again
2.press and hold volume down and briefly press the power button
3.when the android logo appears, release volume down button
4.use volume down to select and press the power button to OK
