In Using Bing.com/maps, Trying To Attach Photo; 'server Is Temp Busy......'

I have made a few onliine maps. About 98% of the time I try to attach a photo to a pushpin I receive the message, 'The server is temporarily unavailable. Try again later.' But "later" never arrives.
