Bing Search Engine Doesn't Work

My Bing search engine isn't working. When I try to use it a page comes up which says " This page is not available". There are several things I can do to correctvthe problem. I have done each of these with no result. My e-mail doesnt seem to be working either. This has been going on for about a week. I had a caption on the bottom of the page saying Bing is ready to use. It was ok for just a short while.I have a new Toshiba computer with Windows 8.1. If you need to contact me can you phone me since my e-mail doesn't work. Can you help me this is very frustrating to me. Larry
