I'm Using Bing To Advertise My Website, My Account Is On Hold Why?
bing keeps declining my card for no reason, I can't contact them and I'm trying to advertise my website . How can I fix this so frustratingly

Your account is "On Hold" state because the administrator of Bing takes time to analyze your advertising application. They need to verify your identity, card and other important information before you can proceed. I am pretty much sure that they will send you a message once the evaluation process has finished.
