Beretta Over/under S58 12 Gauge

I use my shot gun for trap or small game hunting. There is on the shot gun a secure setting with dots, if you want to shoot with one canon or two, the one dot shoots only the lower canon, with is wider sylinder, and the two dots shoots both canons. Now the question is why does my shot gun on the two dots, shoots the top barrel which is the tighter modifided barrel and then shoots the lower barrel next, whicch does not make sence?
