How Do I Received A Refund From Avast $69.99 For Secureline.

I contacte (customer Service) . and advised them that although they had sent me an invoice Avast I did not in fact receive the Merchandise . They then advise me to contact the billing department to arrange for a Refund to credit my Account. (in Canadian Funds); The message said "This number is unallocated & is no longer in service". I was in fact promised that I would receive a Refund no problem and then it was a dead end calling the billing department. I called 1-800-213-2171 again explaining the fact that I do not want the SecureLine package for $69.99, and express that the supposed "billing department" phone number was in fact NOT in Service. At this point the Customer Service individual listened to me & then actually hung up the phone! I was shocked. Earlier they deferred my call & said to call 1-866-951-7679 which I did and was advised that the Avast Support system had changed (Message not a person) and that I was to go to www.avast.com/support which I also have done, and have tried desperately to figure out which section to go to after that but to no avail. I even went to the section re: requesting refunds and it brought me only to a "Blog" Website. I tried this site also, but this section ONLY had questions from individuals and there was no way to actually/directly request a Refund. I'm very frustrated because I have done everything that I was requested to do and to no avail. I contacted my BMO MasterCard today (again) and although promised by AVAST, the transaction by them has still not been reversed, nor has a Credit been given to my Account! So...What do I do now? MasterCard has said that they only require and e-mail from AVAST indicating that a full Refund (which had been promised earlier) will in fact occur immediately. Hoping this information helps!
