The cheapest android plan is Virgin Mobile.

$25 a month (existing users), or $35 a month (new)

You get 300 mins, and unlimited everything.

Hey, it's better than anything by other compainies

Agreed about Virgin Mobile - I use it and have no problems with it.

Two little hints about the LG Optimus V that they sell for that plan:

1.  That phone works out of the box on wi-fi alone, without activating the cellular service (which meant that I was using with my Skype account to call overseas for under 3c/minute) with no cellular bill - hard to get cheaper than that!

2. Although it is not enabled out of the box to use as a cellular to wifi link (mobile hotspot) an app from Android Market called Quick Settings allows it to be turned on and off, letting you use it to connect other devices to 3G.
