My flight into Chicago was delayed because of bad weather, I was given a voucher to stay at Chicago Hilton but the payment was taken from my credit card. Who should I contact

You should contact both the hotel (actual physical phone number) and the airline (customer service hotline). The mix up could have been on either end.
