Flying With A Temporary Nebraska Drivers License For An Id

My 26 year old nephew is visiting Chicago for Thanksgiving. He has a temporary Nebraska drivers license which looks like a regular drivers license in black and white. It has 2 sides and he was given this until his new one is mailed to him. it looks like there is a water mark on it, but when he tried to buy a drink with it the server turned him down. Now he is worried when he goes back to Omaha that OHare airport will not accept it. Can you let me know if this will be a problem?

If the driver license was issued by the DMV in Nebraska. I don't see any problem with it.

They have way of verifying as to weather or not this is a government issue ID.
