How Come I Can Cash My Travel Voucher?

Ok first I would like to say Sorry 4 my English coz Im from Russia and My English is not that much perfect. Ok My flight was delayed (while we've been flying, airplane got some problems with hydraulics and we come back to Washington airport after 4-5 hour of flying, than changed to the new airplane and and finally fly to Moscow) for 6 or something hours. So Now I got the voucher for 250$ as the apologies for the extended delay, but Im not going to fly anywhere in next couple years I think and I would Like to know Can I cash this voucher and how much I'll get? (coz I think U getting the less ammount when U cashing it)
