If My Husband Is The Primary Health Insurance Card Holder,
can he cancel my coverage, his wife, at any time if he chooses to even though we have both been covered for over 20 years.

If he has his insurance through his place of employment, they will only allow changes once per year, unless there is a change in the dynamic of the family such as death, birth, marriage or divorce. At the time of open enrollment, yes, he can remove you from the policy.
