Internet Explorer Cannot Display The Webpage
tried every single online fix but still get the error message "Internet Explorer cannot display the webpage" using winxp sp3 IE8

I appreciate you've tried various measure but "tried every single online fix" doesn't tell us anything. Microsoft's solution is at https://support.microsoft.com/en-us/kb/956196. If this doesn't work for you, please resubmit with the details of what you did and what happened. Good luck!
