That particular error code is related to game and app patches and updates.
In order to troubleshoot the issue, select [Settings] > [Network] > [Test Internet Connection] and then check your Internet connection status. Also, adjust your network settings.
If that doesn't work out you can try deleting all notfications and reinstalling updates and patches.
