The webcam should be enabled by default. You can verify this in the Windows device manager by right-clicking on My Computer and selecting Manage. The device manager will be on the list in the window that opens. Scroll down and see if any devices are listed as "unknown". If so the driver may not be loaded.

You can download a free webcam program here: http://www.yawcam.com/ to test the camera.
