How Do I Connect To An Outside Wireless Connection It Won't Even Bring Any Wifi

it says my adapter is not on or plugged in

There might be no driver software installed for your Wireless Connection to work properly. You have to install and download the driver software for this device to connect wirelessly. These are the download links for the driver software.
