Can you turn them into a prepaid cell phone from contact phone that's old

Any of the AT&T contract phones can be put on a prepaid account even Iphones. The catch is they will push for a data plan saying that is required that is not a fact as most smart phones get free wi-fi from hotspots data is not a requirement for a pre-pay account. Just say that you are just want to use the phone for talk and text pay the $50 a month and you got unlimited!
