My Wireless Receiver Green Power Light Remains On When I Power Off The Remote

Your TV and AT&T U-verse receiver are both linked through the receiver remote. It is possible that a quick tap on the power button is only turning off the TV but not the remote.
Next time you power off, hold the power button just a second longer.
If the light still remains on, you can always do a soft reboot/reset but if your TV is turning off and the screen is black and not blue, you really don't have a problem requiring a reset.
You can do a soft reboot from the remote by pressing the AT&T button in the upper left of the remote until it flashes red. Power off from the remote or the receiver - I suggest you use the receiver. Hold the power button in until the receiver lights stop flashing.
