Usage Times Vs Billing Rates

I understand the peak hour billing times have changed from 12 noon to 7, to new times of 3 to 8. Is that correct?

No it isn't, see rates below:

Rate plan is billed on an on-peak (higher cost) and off-peak (lower cost) basis

on-peak hours are:
- weekdays, Monday-Friday 12pm to 7pm
off-peak hours are:
- weekdays, Monday-Friday 7pm to 12pm
- weekends, all day Saturday and Sunday
- 6 major holidays

holidays for 7 pm - noon plans Holidays that are considered to be off-peak all day long:

New Years Day (January 1)*
Memorial Day (last Monday in May)
Independence Day (July 4)*
Labor Day (first Monday in September)
Thanksgiving Day (fourth Thursday in November)
Christmas Day (December 25)*

*If these holidays fall on a Saturday, the preceding Friday will be off-peak. If they fall on a Sunday, the following Monday will be off-peak.
