Km4000 Mixer Just Flashing

I have a km4000 mixer and when plugged in both led lights flash and the machine won't start . I've tested the motor and that's fine . I am a electrical engineer and would like to know the parts I need to rectify this

The speed control plate or phase control board is likely defective or the speed control plate is out of adjustment.
