Car Hit By Another Vehicle..
do I need to contact 21st century or the person's insurance company that hit my car? Or both?

It's a good idea to contact both insurance companies, so they both know your side of what happened. If the driver who hit you contacts his insurance company, that will start the claim process, but his version of what happened may differ from your version.
You don't necessarily need to contact your insurance company if you are going to go through his insurance company for the damages, however it's a good idea to let your insurance company know what happened, in case you need their help with the claim down the road.
