Have you been able to call eBay about this issue? You should be able to call by using this page http://ocs.ebay.com/ws/eBayISAPI.dll?CustomerSupport and clicking on the Contact eBay tab.

Once you've gotten the eBay phone number and written down the code provided, call immediately - assuming you are calling during their Pacific time business hours. If not during business hours, don't even bother because the code expires within minutes.

If you did not get an email with the password reset instructions, it is possible that you didn't check your SPAM folder or even your Trash folder. Do that before you call because if you find it there.

If you can't find it in those files, think back. Did you change email accounts from when you set up your account? Did you not change that email with eBay. You can also try the process a few times just to be sure the eBay system was working right the day you tried to get the instructions. http://pages.ebay.com/help/account/forgot-password.html

You can set up one more account but triple check every character you enter. Look for errors and not what looks right. I was going to suggest printing the screen but that is an https page and probably won't save or print. Try it anyway - the worst that can happen is that it won't work.

If you opt to set up a new confirmed account, call eBay about the inactive account.

eBay has to be careful about security and protecting accounts because there are many cheats out there.
