Farmville2: I Can't Add A Neighbor Who Is My Friend.

FarmVille2: I can't add a neighbor who is my friend. How can I go about doing so, even if it states I can't if it's been over 18 hrs. I'm on my friend's as a neighbor, but he's not on mine. Help!
