Why Can I Not Send Or Get Requests?

On Cafe World, Cityville, Farmville and Castleville, I am having problems. Cafe World, I can get requests, but not send. Farmville I can do neither. Castleville, I can do neither and Cityville, I am not sure about, since I do not always get requests.
