Unlevel Balance Code Stops Spin Cycle.

i have replaced the balance sensor but the unlevel balance code still comes on and the spin cycle stops. the tub has fluid in it could the level be low? Or what else could make the unlevel balance code come on? clothes have been rearranged numerous times.
