Washer Won't Spin In All The Cycle Settings.

Hi my washer machine is not spinning on the washing cycle, rinse/spin, and drain/spin cycles. When I go through the diagnostic check, the 8 steps run through the check cycles, but without spinning. I have test the resistance of the motor and it is fine. The drain pump works and the inlet values work. What could be causing the motor not to engage during the cycles.
