Whirlpool Wed9600ta0 Too Hot

Runs way too hot in normal mode. Also runs hot in 'Air Only' mode. Tech sheet troubleshooting from dryer indicates it needs a new electronic board. But, if I disconnect the two heater element wires at the heater element, the heater element connectors are shorted to the chassis. Two questions. 1. Is my heater element bad? Can't see any issues, but have not removed it from Dryer. 2. Part number on electronic board is W10141871 Rev A. Do you have a part number to replace this, cost, delivery time to California. Tks. Pat
