The Dishwasher Doesn't Fill Properly. T Puts In Some Water But Not Enough. Ts

The dishwasher doesn't fill properly. It puts in some water but not enough. It sits there like it should be washing. You can hear clicking sounds but the motor doesn't come on. Then it goes to drain mode.
