1. Is it powering on at all?

2. If it is powering on, have you double-checked the connections to make sure they are properly secure?
3. If you put your ear near it when it powers on, do you hear ANY sound? If so, please describe it - certain sounds can mean certain things.
4. What kind of casing houses this portable hard drive and has it been removed from that casing anytime recently?

If your laptop or PC will see the drive then a solution could be to low level format the drive. This will of course delete all data on the drive but in some cases can recover a drive that will not format or is in-accessible. You can download this program which is freeware from this link.
