Phone Can Not Be Validated,

I reactivated my phone after nearly a year of non service. I paid the activation fee, and downloaded a new phone number etc. was told that was all I needed by customer rep. Now my phone will not be dialing out.. and I get a message that my phone can not be validated. Please help I need this phone
