My Time Is Disappearing Quickly After I Top Up, Who Do I Contact Bout This

I have noticed that I am losing about half of my time each month for 3 mts. now, last nite i topped up, this morning I already lost over $2.00 of my time.  I can't get anyone on phone at VM, and I think it is not leagle for them to steal my money, who do I contact to report them, I am just tired of being ripped off every month
