How Should I Go About Replacing My Cell Phone Without Having To Pay Money?

My phone shuts down without warning. Incoming calls often fail to ring in. I used to be able to get a free replacement at the local Verizon store, but now I learn that I have to pay $50 and then apply for a rebate. I just don't think I should have to do that.
