Refund For A Ticket

Dear I purchised a ticket from Expedia and it was not refundable. from Los Angeles to Dubia UEA now I cannot make this flight because personal matter. I have been asking the Expedia for that refund as long I had a good reason they refused to give any amount of $654.oo they say it is up to Air lines (Aeroflot air line) even they don't give me back for taxes. please would tell me to who I can cotact to make this complaint?

Generally the only exception airlines will allow a nonrefundable ticket to be refunded is in the event of the passenger's death. They require a death certificate to process the refund, usually charging a processing fee.

I know it sounds harsh, but they don't refund nonrefundable tickets unless it's an extreme situation such as death.
