Failed Delivery

Over the past 5 months I've sent the same letter to an Arlington, VA, address twice. Last week the envelope came back again, four months after I sent it a second time. This time it was stamped "unable to forward". Would registered mail assure it would get to the intended recipient? I've verified twice that the mailing address is correct, with the correct apartment number and zip code. Dan Covert

Sir, I know the best advice I can give you to resolve these failed delivery issues is to contact USPS CS @ 1 (800) 275-8777 (Consumer) United States Postal Service, Customer service
