What Can I Do About A Package Delivered And Person Says It Was Not?

As far as I can see from the information you provided, there is not much else you can do for the other party. The burden is now in the buyer's hands to locate this delivered package.
This answer is based on the following information you have provided:
- You shipped the item through UPS, with a "Proof of Delivery" requested.
- You further stated, you have received this "Proof of Delivery" from UPS, with the buyer's signature on it.
The purpose for the "Proof of Delivery" is to avoid issues such as this one.
The only exception to this would be if you did not confirm/verify with the buyer that the address was correct prior to shipping the package. However, if the Delivery confirmation shows this address is correct, even if not confirmed by buyer, then this issue is irrelevant anyway.
Bottom line is, someone, whether it be the buyer or someone else signed while at the buyer's location at the time, is your proof the merchandise was received by the recipient at that address shown on the Delivery confirmation.
Now, it is up to the buyer to find out who signed for this and decided to do whatever they did with the merchandise.
On a final note, this is a delicate matter and is up to you how you proceed from here. On one hand, you did as you should have and is no longer in your control. On the other hand, if negative feedback from an unhappy customer could possibly reflect badly on you (such as your business depends on online selling) then you may want to take this into consideration as to how much you are able to do for this buyer to avoid the negative feedback which may be read by others.
