Twitter Says Email Already In Use # How

i tried to set up new account and Twitter said my email already being used. I've never signed up before. Can you help find out who used my email acct. And how I can close this acct. So I can legally sign up for the first time # new customer

Go on this link https://twitter.com/account/send_password_reset , enter your email address, click search, click continue, go to your email inbox, open the email from twitter, click the link in the email, reset the password to log in to that account associated with your email account and follow the instructions on the link below to delete the account.
