I'm sorry to hear about the issue with the cooling fan on your 2003 Toyota Sienna. When the cooling fan doesn't come on, it can indicate a problem with the fan itself or with the components controlling its operation. Here are a few steps you can take to troubleshoot the issue:

1. Check the fuse and relay: Start by checking the fuse and relay for the cooling fan. The location of these components can vary, so consult your vehicle's owner manual for the specific location. If the fuse is blown or the relay is faulty, replace them accordingly.

2. Inspect the fan motor: Check if the cooling fan motor is receiving power. You can do this by using a multimeter to test the voltage at the fan motor connector while the engine is running and the cooling system is activated. If there is no power, it could indicate a problem with the fan motor itself or the wiring leading to it.

3. Test the fan motor: If power is reaching the fan motor, it's possible the motor itself is faulty. You can try connecting a separate 12V power source directly to the fan motor terminals to see if it turns on. If the fan motor doesn't work even when given power directly, it may need to be replaced.

4. Check the temperature sensor: The cooling fan is usually controlled by a temperature sensor that detects the engine temperature. If the sensor is faulty, it may not be sending the correct signal to activate the fan. A professional mechanic can diagnose and replace the temperature sensor if needed.

If these steps don't resolve the issue, it would be best to reach out to a qualified mechanic or visit a Toyota service center for further diagnosis. They have the expertise and proper diagnostic tools to accurately identify the problem and recommend the appropriate repair.
