Now, about the reservoir always emptying... If you keep filling it and then finding it empty again - I think you already know the answer to the question about a leak. Right?
Look under the car and see if you have a wet streak around the power steering pump, lines or rack. You might be able to eyeball the cause of the leak and either fix it or get it fixed.
In the meantime, and this is a trick my granddad taught me, pour about a tablespoon of brake fluid into the power steering reservoir (yes, brake fluid). Brake fluid can cause seals to swell enough to sometimes stop (or slow down) leaks. I used this trick in an old Mustang and it worked like a charm - never leaked a drop again.
Go on now - go take a peek under the car...

you could use BlueDevil Power Steering Leak Stop and add 1/3 of the bottle to the power steering reservoir and top off with the proper type of fluid. It may require a day or two of driving, but BlueDevil will stop your power steering leak quickly and permanently guaranteed!
The reason why the leak would come out the top of the reservoir, is that there is air in the power steering system. When you run the engine the fluid gets pumped into the rack where any movement tries to turn it to foam, forcing the fluid out of the reservoir. It also makes noise....
If it leaks through the center firewall, is it through where the power line wires go through the firewall? You could seal any openings through the power line with glue.
